CICC and AIFC of Kazakhstan Enter into a Memorandum of Understanding

On November 29, 2017, China International Capital Corporation Limited (“CICC”; stock code: 3908) participated in the forum of “AIFC Investment and Financing Opportunities from the Heart of Eurasia under the New Economic Policy ‘Nurly Zhol’ and the ‘Belt and Road Initiative’” co-organized  by Shanghai Stock Exchange and Astana International Finance Centre (“AIFC”). Chief Operating Officer of CICC, Dr. Gang Chu, represented CICC to attend in the forum and delivered a keynote speech. At the same time, CICC and Astana International Finance Centre have entered into a Memorandum of Understanding for fostering the development of AIFC and Astana International Exchange (“AIX”) and the entire capital markets of the Republic of Kazakhstan. Dr. Chu attended the signing ceremony.

Chief Operating Officer of CICC, Dr. Gang Chu states the following: “Under the Belt and Road Initiative, as the most internationalized Chinese investment bank, CICC strives to provide high quality financial services to governments and corporates in the related countries to foster the development and implementation of the ‘Belt and Road Initiative’. China and Kazakhstan have similar development aims with great cooperation potential. Under the ‘Nurly Zhol’ (Bright Path) economic strategy of Kazakhstan and the implementation of the presidential instruction to speed up the privatization of state-owned enterprises, CICC believes that there will be close cooperation between China and Kazakhstan in various fields. In the strategic deployment with regards to the ‘Belt and Road Initiative’, CICC considers the Kazakhstan market as a core market and actively deploys resources in promoting bilateral investment and financing projects between China and Kazakhstan. CICC will closely work with AIFC to explore opportunities in corporate advisory, securities brokerage, Fintech, green finance and other key strategic areas.”

CICC will provide advice and input on the planned capital market development activities of the AIFC regarding the design of the market infrastructure and the development of the equity and debt markets as well as the investor base based on international standards and best practices. The parties will look to work together both with respect to technical aspects of implementation and expansion of the exchange as well as the development of partnership agreements, which will serve as an accelerator for its establishment. In addition, the parties agreed to provide the framework for any future cooperation in promoting and developing the key pillars of the AIFC and goals of Astana International Exchange.
